Hugh is living with his 'mother' Julia K, who in reality is his step-mother. Julia K Metcalfe married Henry Edmonds Norris 1st Q 1876 in St. George Hanover Square, London. I think this was Henry's 3rd wife -- he sure was hard on the women and they keep getting younger!!
1871 Census finds a Julia Metcalfe, widow, age 37 (b. abt 1833) with 3 children born in India - one name of "Hope C" born in Straits Settlement, Penang. She is living on income from India Office pension.

Julia next married Henry Edmonds Norris reg 1st qtr, 1876 in St. George, Hanover, London. (Henry Edmonds Norris was born about 1820 in South Petherton, Somersetshire ^381,765.)
